The Strategic Importance of Numbers in Modern Air Power

The phrase “mass matters” has taken on new significance in the context of modern military strategy. Rooted in the teachings of Sun Tzu and reinforced by contemporary Pentagon planning, this principle is now being re-evaluated as the U.S. Air Force weighs its options for acquiring the Boeing F-47 Next Generation Air Dominance (NGAD) aircraft. This decision involves not just how many planes can be purchased but also how many can be affordably left without.

The initial contract for the F-47 calls for a minimum of 185 airframes, each costing approximately $108 million. This represents a significant reduction from the original estimate of $300 million per jet. The cost savings achieved through design adjustments and early production planning have opened the possibility of purchasing more aircraft. Analysts argue that between 300 to 500 F-47s would be necessary to offset the low readiness rates of the current stealth fleet and to counter the growing inventories of fifth-generation fighters from China and Russia.

Readiness Challenges and Sustainment Costs

The readiness issue is a pressing concern. In 2024, the F-35A mission-capable rate dropped to 51.5%, meaning less than half of the fleet was operational at any given time. While the F-22 has a higher readiness rate of 77.2%, it is limited to only 143 combat-coded aircraft. The costs associated with maintaining these fighters have surged, with operations and maintenance expenses increasing by 40.7% between 2018 and 2023. Despite this, there has been little improvement in availability. In a high-intensity conflict, these figures directly translate into fewer sorties and reduced combat air patrol coverage.

Adversary Growth and Technological Advancements

In contrast, the capabilities of potential adversaries are on the rise. China has produced at least 150 J-20 Mighty Dragons, with production potentially exceeding 200 units. It is also developing the carrier-capable J-35. Russia's Su-57 Felon force, while smaller, continues to expand. Both nations are testing sixth-generation demonstrators, such as the Chengdu J-36 and Shenyang J-50, which feature broadband stealth, internal weapon bays, and advanced sensor fusion. As General Kenneth Wilsbach, head of Air Combat Command, stated, "Sixth-gen aircraft are for air superiority… What are we going to do about it? I don’t believe nothing is an option."

Capabilities of the F-47

The F-47 is designed to counter the advantages of the J-20. Estimated specifications include a combat range of over 1,000 nautical miles, surpassing both the F-22 and F-35. It is also expected to achieve speeds greater than Mach 2. The aircraft will have a larger internal payload, allowing it to carry additional air-to-air missiles or long-range standoff missiles without compromising stealth. These features are crucial in the Indo-Pacific region, where combat zones may be beyond the unrefueled range of current fighters based in Japan, the Philippines, or Guam.

Design Innovations and Networked Systems

Boeing’s NGAD design draws on three decades of stealth research, from the YF-118G Bird of Prey to the X-36 tailless demonstrator. Renderings depict a high-dihedral wing with swept-down tips, a wide nose housing a large AESA radar, and potential canard foreplanes—a rare choice for a low-observable platform but one that could enhance stability in a tailless design. The F-47 will serve as the core of an extended “family of systems,” including Collaborative Combat Aircraft (CCA) unmanned air vehicles, next-generation adaptive-cycle engines, and networked battle management systems.

The Role of Networked Capabilities

The networked design of the F-47 is as critical as the airframe itself. Similar to the F-35’s MADL, the F-47 will use secure, low-probability-of-intercept datalinks to exchange targeting data between formations and with CCAs. This connectivity reduces the sensor-to-shooter time, enabling distributed aircraft to engage common tracks before an opponent can react. In the vast Indo-Pacific battlespace, where tankers and AWACS are high-value targets, such a network allows distributed forces to concentrate effects without physically concentrating.

Strategic and Budgetary Considerations

The argument for 300 to 500 F-47s is based on operational and geographic strategy. A hypothetical Pacific war could span thousands of miles, from the Korean Peninsula to the South China Sea. Carrier air wings, even at surge levels, cannot produce enough stealth sorties to maintain air supremacy over such a vast distance. Land-based F-47s, with their greater range and payload, could be launched from multiple allied bases to saturate defenses, track enemy enablers, and provide persistent coverage over contested areas.

Budget Realities and Future Challenges

Budget realities remain a key constraint. The Air Force is already funding the B-21 Raider bomber and the Sentinel ICBM, both nuclear-triad priorities that consume tens of billions of dollars. Even at $108 million per jet, 500 F-47s would represent over $50 billion in procurement before sustainment. However, as Secretary of the Air Force Frank Kendall noted, "The more the airplane costs, the fewer of them you’re going to have, and numbers do matter."

In an era where China’s development schedules—from the J-20’s first flight to entry into service—have outpaced U.S. programs, the Air Force faces the challenge of fielding the F-47 quickly, in sufficient quantity, and with the right features to control a peer fight. The number of F-47s acquired will not only affect fleet size but also the credibility of American airpower in the most contested airspace on the planet.
